So, here is how you install windows 11 to a usb drive manually.

First of all, this is not for windows to go. I'm not entirely sure if that works or not, but here we are installing normal windows manually.
Also, this requires 2 usb drives (one for the installer and one to install windows to)

Ok, for most of the stuff, just follow this tutorial, (archve link)but here are the exceptions:

0: When formatting your USB drive, verify that it is set to NTFS, otherwise, you will see that the install.wim was replaced by install.wsm and install2.wsm (these gave me errors when doing the dism command on step 19) also, when formatting use the one you don't want the final install of windows on, because that will be done later

1: when choosing which drive to clean do not use the usb you are booting from you will need files from there, so use a different USB drive or disk

2: Make sure that on step 16 you re-assign a letter to the one which was letter c so that you can get to it in step 18

3: in the regedit on step 23 you will need to manually navigate to the file path instead of typing it in

4: After step 31 I went ahead and added the "LabConfig" key in HKEY_LOCAL_MACHINE\SYS\Setup and in that key, add the 4 DWORD values: "BypassTPMCheck", "BypassSecureBootCheck", "BypassRAMCheck", and "BypassCPUCheck". Change the value in all of these to 1 (I'm technically not sure this is required, but to be safe I did it anyway)

5: on step 35 after typing "net localgroup /add users USERNAME" for me it said something about not adding the user, but later in the setup process, it still allows you to create a user.

6: Once you get to the part where it is asking to connect to a network, if you don't want to do that, press Shift+F10 again and type "oobe\BypassNRO" in the cmd window.

7: when it asks you to create a user, the username that you used before will already be taken, so just choose a different one.

8: And, because windows 11 is the way it is run all the scripts and stuff you need to clean it up after the install.
